The Hyndburn LSP Housing & Environment Group
What is the LSP Housing and Environment Group?
A group of people working together on behalf of the Hyndburn Local Strategic Partnership. The group has been tasked by the LSP to study and debate matters affecting housing and the environment, especially where targets for improving particular situations have been set in the Community Strategy.
Who is on it?
About thirty people all of whom work with or have an interest in matters connected with housing or the environment, or both. Some of these people work for organisations which deal directly with problems and some represent community–based organisations.
On the group are two Hyndburn Councillors, people from LSP partner organisations, representatives from Hyndburn Community Empowered Network and NRCV, representatives of Housing Associations and various Hyndburn Council departments and people from other organisations including:
Lancashire County Council
Wildlife Trust
Environment Agency
Groundwork East Lancashire
Prospects Foundation
Rent Service
What do these people do?
The group has new and clear terms of reference and a clear focus. Click here to read the complete Terms of Reference .
The group's members together study and promote connections between local, regional and national themes and priorities. The group looks for ways to help provide local solutions and local improvements. It then advises the LSP about how these can best be achieved. Each year, at least three priority matters will be considered in this way. Examples of these are
Fuel poverty and energy efficiency
Supporting People
Homelessness
Health Improvement Assessments (tackling health inequalities)
Local Transport Plan - Considered February 2005 (Follow this link to read the draft plan and to send your comments)
Elevate Sustainable Development Framework
The group also monitors the housing and environment part of the LSP's delivery plan to ensure targets are being met.
Why is the HEG needed?
The role of the HEG is to add value to work that is already going on in the Borough, undertaken by the Council and other organisations. From the debates that take place within the HEG, the LSP will be able to establish it's position on these matters and influence future decisions of policy-making partners.
Members of the group can identify where there are gaps in service delivery, and through the LSP can influence partner organisations to redirect resources to help deliver the priorities and meet targets.
Future government allocations of funding (of a similar nature to Neighbourhood Renewal Funding) may well depend upon the strength and performance of partnerships at local level. The HEG will be able to take a key role in this.
