The Crime and Disorder Act 1998 requires all Community Safety Partnerships (CSP) to undertake an audit of crime and disorder in their area every three years. The ‘Audit’ is a review of both the statistical evidence of crime and disorder and the views of the community about levels of crime and disorder.
It is designed to inform the Community Safety Partnership about crime and disorder issues in its locale, in order to govern its ‘Strategy’ for the next three years. The new ‘Strategy’ will be implemented from April 2005, to address any newly identified priorities or fresh community concerns, and will continue until March 2008.
Over the past few months an extensive and rigorous audit process was undertaken to determine the real crime and disorder problems across Hyndburn.
The results were by no means surprising, but as a reflection the cost of crime and disorder in the Borough was an estimated £107 million during 2003/2004. This is a cost having to be met by a number of agencies that provide services within the Borough.
The problems highlighted within the Borough were not unique to Hyndburn – problems with drugs and alcohol were found to be common denominators when committing crime and disorder throughout the country. Social deprivation factors such as; poor educational attainment, ill health, run-down housing, unemployment and low income may be described as some of the key elements associated with crime and disorder. A poor environment may also bring about adverse anti-social behaviour through certain aspects such as; a lack of ownership, feeling of worthlessness or social responsibility and exclusion. Graffiti, broken glass, ‘grot-spots’, litter and decay may be seen as fundamental symptoms of the synergy between crime and disorder.
No single agency can tackle these problems alone. It is nationally recognised that a coordinated and co-operative approach to problem solving is the best way forward. Community Safety Partnerships (CSP) aim to encourage multi-agency working and co-ordinate street delivery. The actions of the Community Safety Partnership must ‘add value’ and show evidence of an improvement in the quality of life within the Borough.
